As you are aware the policing area locally has undertaken some changes in the
supervision of and way in which it deploys its tactical resources to deal with identified
problems.

These tactical resources of four teams, each of a sergeant and 5/6 constables,
are in addition to the normal patrol resources whoideal with calls from all sources and
carry out routine high visibility patrol. In addition, the local policing area has a multi
function crime reduction team which works very closely with other agencies to
identify and tackle problems or people of concern to those agencies.

We continue to operate an intelligence led policing model, together with a
multi team criminal investigation unit.

The purpose of this letter is to alert you to these changes and some of the key
personnel you or other members of the Parish Council would expect to be able to
Contact regarding issues or problems of concern tothe Parish.

As you are aware this policing area has pioneered the use of F mail to drive the
communication between communities .and the Police Neighbourhood Watch Liaison
Office. We are keen to work with Parish Councils to use these communications
systems to provide two way, meaningful and timely information which is of use either
to the police or local communities in order to reduce crime, or other nuisance.

Constable Ken Bradshaw, who undertakes Neighbourhood Watch and Country
Eye liaison, also undertakes the policing area’s community liaison role, this includes
Parish Councils. Ken and I are keen for Parish Councils to receive the daily
information available in order to inform your business in creating safer, crime free
communities.

Whilst Inspector Smith has a dedicated team for rural issues, we would prefer
Ken Bradshaw to be the conduit for information in order that he has an overview of
the community problems as the liaison officer, he, Simon and I can then work with
others in the organisation to determine the correct and appropriate response. This
system should not be used where an immediate police response to a crime or incident
is required.

Whilst we have the names and addresses of you and various members, it
would be very useful to have a return e mail address for the Parish Council, in order to
speed up communication. I would therefore be grateful if you could e mail Ken
Bradshaw at l<en.bradshaw@kent.police.uk with these details. We can then use this
medium to speed up the passing of information and intelligence between you and this
policing area.

Parish Forum Meeting is on Tuesday, 15th January 2002. The following meeting will
then be on Tuesday, 15th April 2002 — both meetings at our Police Facility at
Nackington Road, Canterbury, adjacent to the A2 overbridge. Doors will open for
coffee at 1900 hours with the meeting commencing at 1930 hours.

Parish Community Wardens Project

I would like to bring to both you and your Parish Councillors attention, a project that has the potential
to make a huge positive impact on quality of life issues in your parish.

The Community Warden Team are looking to expand their remit around rural parish areas in the
Canterbury District.

Currently, the team operates in three City Council electoral wards, Harbour, Northgate and
Marshside. The Wardens have had a positive impact on tackling issues such as Crime, Fear of Crime
and Anti social behaviour since their launch in August 2001.

Preliminary talks have been held with Herne & Broomfield Parish Council about this project. Both the
parish and the City Council are looking to have two Community Wardens to tackle relevant local
issues starting from April 2003. They will be a highly visible presence and invaluable community
resource. The Parish are able to fund this by raising a precept to cover the costs. The Community
Warden Team are also contributing running costs and equipment to make the project work.

If you, or your parish councilors are interested in meeting to discuss a similar partnership, I would be
more than happy to give a presentation or organise initial discussions between yourselves, the Ward
Council|or(s) and Inspector Carver from the Community and Crime Reduction Team at Kent Police.
We can discuss what we can achieve together to reduce anti social behaviour and improve the
quality of life in the parish.
